PAO: This new promotion cycle has undergone many changes compared to the previous ones. CSM: There are some big changes to the promotion system in the Army National Guard, and I hope I can clear them up a bit for everyone. SSD is now a prerequisite for promotion (boarding) consideration. Soldiers must have the appropriate SSD for their rank before they can earn the next higher rank. Once they are promoted to the next higher rank, assuming they are on the promotion list in the “Best or Highly Qualified” zones, they can be selected and moved to a higher position. They will not be promoted to a higher rank until they have completed the NCO courses required for that rank. This same process is repeated at each stage of a soldier’s career. As an example, a sergeant (E-5) who has already completed BLC must complete SSD-2. After passing the SSD-2 and the time-in class requirement, the sergeant submits the staff sergeant (E-6) package. CSM: Let me start by saying that commanders set priorities. BLC quotas have not usually been a problem for us to obtain. Our regional training institute has not been tasked with conducting BLCs, and I doubt they will be anytime soon. For MOSs that do not, leadership action is required to recognize the problem and find a solution. If a soldier is in an MOS that has zero promotion potential, they can be reclassified to another MOS based on the needs of the AZARNG.
