To better understand the changes and address some of the concerns expressed by Guardsmen about the new process, the state’s public affairs office sat down with Arizona National Guard Command Sergeant Major Patrick Powers to look at career progression for tomorrow’s leaders.
PAO: This new promotion cycle has undergone many changes compared to the previous ones. One of the most notable is the changes to attendance at the Basic Leadership Course and Advanced Leadership Course, as well as the requirements for the Structured Self-Development course. Can you elaborate on how these changes will affect Soldiers seeking promotion this year or next year?
CSM: There are some big changes to the promotion system in the Army National Guard, and I hope I can clear them up a bit for everyone. SSD is now a prerequisite for promotion (boarding) consideration. Soldiers must have the appropriate SSD for their rank before they can earn the next higher rank. Once they are promoted to the next higher rank, assuming they are on the promotion list in the “Best or Highly Qualified” zones, they can be selected and moved to a higher position. They will not be promoted to a higher rank until they have completed the NCO courses required for that rank. This same process is repeated at each stage of a soldier’s career. As an example, a sergeant (E-5) who has already completed BLC must complete SSD-2. After passing the SSD-2 and the time-in class requirement, the sergeant submits the staff sergeant (E-6) package. If a sergeant ranks high enough on the promotion list and is selected for the position of staff sergeant, the sergeant is promoted to that position of staff sergeant. After a sergeant completes the ALC, he will be promoted to staff sergeant. After the promotion, the SSD-3 is the next step in the development of this Sgt. PAO: Some soldiers have expressed concern about the training funding available to the state to attend BLC/ALC. This year, with the current budget, many are being told that funding is only available for annual training or the school, not both. If funding for a school place becomes unavailable, the service member risks having an unenrolled year. CSM: Let me start by saying that commanders set priorities. With this in mind, the reason AZARNG chooses to use AT funds to cover labor and school support costs is because AT funds are used for NCOES. This keeps the funding in the school account. What does this mean for you? More soldiers can attend school. No soldier or officer in this state is at risk of receiving an uncredited year of service because of budget issues. Commanders will make a call between the AT unit and the NCOES. If more funding becomes available, soldiers will be able to do both.
PAO: Because of the increasing need to attend BLCs, does the State have the opportunity, or will it be able to in the future, conduct our own BLC courses similar to how we conduct Officer Candidate School, Warrant Officer Candidate School, or reclassify the military training courses the police?
CSM: I’m not sure we need BLC more than ever. There may be a greater need for the soldier to attend BLC (and any other NCOES) in the future, as his promotion is dependent upon its completion. BLC quotas have not usually been a problem for us to obtain. Our regional training institute has not been tasked with conducting BLCs, and I doubt they will be anytime soon. It is relatively inexpensive for us to send soldiers to the BLC in Utah where it is currently stationed.
PAO: Previously, Soldiers could begin the online SSD course prior to attending the corresponding BLC/ALC training. Now sergeants and above cannot enroll in these courses until they have completed the training. Given the training time constraints, Soldiers expressed concern that delayed access to SSD online courses could result in them not having enough time to complete the online courses and possibly not being able to complete them on time by the deadline, resulting in delays in their ability to be promoted. Others say that rushing training to meet board deadlines creates a scenario where the Soldier does not have time to properly process and learn the material as intended. Is there a potential solution to this problem or could there be changes to allow open enrollment for SSD courses?

CSM: The new promotion system slows down the promotion process and eliminates any rush to equip SSDs. Soldiers will not be promoted until they complete the NCOES level required for their current rank. From this moment, the requirements for the next promotion begin. A sergeant must be at least 18 months old before being recommended for a staff sergeant position. So a newly commissioned sergeant has 18 months to complete SSD-2. All subsequent ranks require 36 months of training, so they will have three years to complete the required SSD courses.
PAO: The National Guard has always had the unique challenge of working with places available for promotion. On active duty, if a member is on the promotion list and receives a promotion, if the unit they are in doesn’t have a slot, they can be transferred to another unit that does. In the Guard, this option is not always available depending on the soldier’s Military Occupational Specialty (MOS). What would you advise a serviceman who finds himself in a situation where the possibility of promotion is limited because of this factor?
CSM: Different MOSs have different opportunities for promotion depending on the number of positions on the staff and the rank of those positions. Most MOSs in the AZARNG have a path from E1 to E7. For MOSs that do not, leadership action is required to recognize the problem and find a solution. If a soldier is in an MOS that has zero promotion potential, they can be reclassified to another MOS based on the needs of the AZARNG.
